Smart Education

In the 21st century, the information age, the organic combination of education and technology has brought a new look to education. Learning is not limited by time, space and place. Learning methods are flexible, diverse, and personalized, learning becomes more focused and efficient.

The Macau SAR Government has always adhered to the policy of “Bring prosperity to Macao through education, Build Macao by pools of talent”. Looking back to the past, the process of use of IT in education in Macao has several stages.

The first stage was during the early days of the establishment of the SAR Government. Back then, the configurations of information equipment varied from school to school in Macao and lagged behind the rest of the neighboring areas. In view of this, the SAR Government enabled IT infrastructure in all schools in Macao to reach the level of the developed regions and improved teachers’ relevant capabilities through research, provision of resources, infrastructure enhancement (such as reducing person/computer ratio, building up campus networks, purchasing multimedia teaching software and hardware) and teacher training.

In the second stage, Education Development Fund was established and transitioned to Education Fund. In addition to continuing to support IT infrastructure and teacher training, policy goals and specific measures were formulated based on the survey results and the opinions of schools. They included promoting schools to use IT in education according to school-based conditions; implementation of one teacher/one computer policy; promoting schools to continuously optimize software and hardware, building up campus networks and connecting to the Internet, making full use of online education resources. In the academic year 2021/2022, about 44 million patacas were invested in the said measures. In addition, Education Fund supports schools in hiring IT education staff to assist schools in formulating and implementing IT education development plans. Moreover, it continues to carry out training and exchange activities for school leaders, teachers, IT education staff to promote the development of IT education.

On the basis of the above-mentioned work, DSEDJ is developing “Smart Education”. In the process of planning "Medium- and Long-term Plan for Non-higher Education (2021-2030)", it was planned to include "strengthening creativity and technology education" in the key directions. The specific action plan included the development of "Smart Education", especially in the areas of "Smart Campus", "Smart Teaching", and "Artificial Intelligence Education".

In the academic year 2020/2021, DSEDJ took the lead in developing "Smart Campus” and used it as an entry point to summarize the implementation experience of use of IT in education in Macao and the development status of educational technology in the market. DSEDJ continued to improve “Smart Campus”, and at the same time launched "Smart Education Pilot Program", planned the development of "Artificial Intelligence Education". It is expected to achieve the educational vision of teaching students according to their aptitude through educational technology, promote educational equity and improve the quality of education, enhance the competitiveness of Macao students, so that relevant stakeholders can have the literacy required for a smart society.
